A Practice Built on Environmental Responsibility
Grounded in Malaysian law, shaped by Sabah's ecology, and committed to clear, considered advice for every client we serve.
Back to HomeHow Cahaya Green Came to Be
Cahaya Green was founded in Kota Kinabalu by environmental law practitioners who had spent years navigating the intersection of development pressure and ecological responsibility in Sabah and Sarawak. The name — Cahaya, meaning light in Malay — reflects the role we see our practice playing: bringing clarity to complex regulatory frameworks that can otherwise feel opaque for businesses trying to operate responsibly.
Since our establishment, we have advised developers, palm oil mills, mining operators, infrastructure planners, and industrial facility managers on their obligations under the Environmental Quality Act 1974 and related subsidiary legislation. Our work spans Environmental Impact Assessment submissions to the Department of Environment, defence of enforcement proceedings, and the day-to-day permit maintenance that keeps operations within legal bounds.
We are not a generalist firm with an environmental desk. Environmental law is what we do — and that focus allows us to give clients a depth of understanding that broader practices cannot readily offer on this narrow but consequential area of Malaysian law.

What Guides Our Practice
Every engagement at Cahaya Green is shaped by a set of professional commitments that we regard as non-negotiable — regardless of the complexity or commercial stakes involved.
Regulatory Integrity
We advise on compliance, not on avoidance. Our guidance is always directed at helping clients meet their legal obligations fully, not at finding gaps in enforcement.
Plain Communication
Environmental regulation involves considerable technical and legal complexity. We work to translate this into clear, actionable terms that decision-makers can act on without confusion.
Ecological Awareness
We understand what is at stake in Malaysian environments — particularly in Sabah and Sarawak. That awareness shapes how we frame our advice and how we engage with regulators on behalf of clients.

Peer Review of Advice
Material legal advice on enforcement matters and complex EIA submissions is reviewed internally before delivery to the client, reducing the risk of error in consequential situations.
Inter-Agency Familiarity
Our team maintains working knowledge of the procedural requirements and expectations of relevant agencies including DOE, JAS (Sabah), NREB (Sarawak), and local planning authorities.
Environmental Legal Expertise for Malaysian Operators
Malaysia's environmental regulatory landscape has evolved considerably over the past two decades. The Environmental Quality Act 1974 remains the central legislative instrument, but it operates alongside a growing body of subsidiary regulations, administrative orders, and state-level requirements — particularly in Sabah and Sarawak, where additional land, forestry, and biodiversity legislation creates layered compliance obligations for industrial operators and development projects.
For businesses navigating this landscape, legal advice that understands both the regulatory text and the practical expectations of the Department of Environment is considerably more useful than general counsel guidance. At Cahaya Green, our focus is specifically on this intersection — helping clients understand what is required, what the consequences of non-compliance look like, and how to structure their operations and submissions to meet those requirements with the minimum of friction.
Our client base spans sectors including palm oil processing, construction and development, mining, manufacturing, and infrastructure — each of which faces distinct environmental compliance requirements under Malaysian law. We draw on this breadth of sectoral experience to identify practical solutions that are grounded in the regulatory framework your specific industry operates under.
